  • Abstrakt: This article is an attempt to analyse Cohesion Policy through the lens of Stakeholder Theory. Based on experiences, documents and evaluation studies, a model was developed consisting of a stakeholder map and a matrix. A regional programme (2014–2020) was used as an example. The results of the model confirmed that contemporary cohesion policy has values, principles and tools derived from Stakeholder Theory. However, a number of mechanisms were identified that make these participatory solutions of only apparent use in many areas because successive reforms have centralised Cohesion Policy and marginalised the role of stakeholders.
