  • Abstrakt w j. angielskim: THE DIRTY TERRORISM: THREATS OF TERRORISM IN THE AREA OF CIVIL NUCLEAR ENERGY Nuclear energy has been seen at different times from different perspectives as both a blessing and a curse. The concerns about the health risks of ionizing radiation have meant that the nuclear industry has developed a vast array of safety and security measures to prevent the catastrophic release of radiation, and to respond quickly and effectively if such event occur. Nowadays a cyber threats become a serious risk. Cyber-criminal activity is becoming ever easier to conduct, and more widespread: automatic cyber-attack packages targeted at known and discovered vulnerabilities are widely available for purchase, and search engines can readily identify nuclear facilities and other critical infrastructure that are connected to the internet. Moreover, even a small-scale cyber security incident at a nuclear facility would be likely to have a disproportionate effect on public opinion and the future of the civil nuclear industry. The Dirty Terrorism is a great threat, because if terrorist groups could sufficiently damage safety systems to cause a core meltdown at a nuclear power plant, or sufficiently damage spent fuel pools, such an attack could lead to widespread radioactive contamination. And by using cyber-attack, they even do not need to be near the nuclear installation to do it.
